Mr. Ivan Demchenko, the owner and Director General of the NOVOSTAL-M Metallurgical Holding told about a Balakovo SF-based new investment project on September 7. The report was read in the presence of M. V. Mishustin, Prime Minister,   V. V. Volodin, Chairman of the State Duma, D. V. Manturov, Minister of Industry&Trade, And V. V. Radaev, Governor of the Saratov region.

The investment project’s objective is to build a universal rail-block mill with a capacity of 1.2 million tons of finished products. It will be the most advanced Russian mill for the production of large structural steel bars, beams, sections, and extra-long railway rails.

A new steelmaking complex will be more than 1.3 kilometers long because of technological characteristics. It will include an electric steelmaking department, a steel degassing department, a hot rolling mill complex, pre-production sites, a water treatment section, a finished product warehouse, a railway shipment department, an oxygen shop, a motor transport shop. The world’s best technologies to reduce harmful emissions and minimize the environmental impact will also be introduced here.

Upon completion of construction, several significant advantages are expected from the mill at once. First, the increase in the Russian production of large structural bars and rails. Second, 3,000 new jobs at the factory. In addition, the project is export-oriented. It will significantly increase the Russian non-resource exports. The total investments will amount to more than 50 billion rubles.
